Frequently used palette files (OmniGraffle documents set to appear as palettes when opened) can be installed so that they are easily accessible via the Tools ▶ Palettes menu and the Palette window's toolbar. If you have administrator privileges, you can also install them such that they're easily accessible for all users.
To install a palette file, put it in one of the following folders (creating the folders if needed):

The ~ represents your user "home" folder. Palettes installed here will be visible only to you.

Palettes installed here will be visible to all users on your computer.

Palettes installed here will be visible to all users on your NetInfo network.
